Data hosting in the UAE and Gulf region

By default, UAE production workloads run in AWS Bahrain (me-south-1), the lowest-latency in-region option for Gulf-served end users with proven low-latency to Dubai, Abu Dhabi, Riyadh, Doha and Manama. Where sector-specific rules require strict UAE data localisation, we host in the AWS UAE region (me-central-1, Dubai). All production data, backups, RDS databases, ElastiCache, S3 buckets, and CloudWatch logs stay in the chosen region. CloudFront edge caching is configured to honour the same residency rules. We do not move production data to India. Where engineering access from our India office is required for build or support, it is mediated through an in-region bastion with IAM-scoped, time-bounded credentials and full audit logging.

Cross-border transfers under UAE PDPL Articles 22 and 23 require an adequate destination, appropriate safeguards (standard contractual clauses, binding corporate rules), or an explicit lawful basis. Where any personal data must be accessed from India for support, we rely on a documented contractual safeguard plus the data subject's consent at signup, with a Transfer Impact Assessment kept on file. AES-256 at rest with AWS KMS customer-managed keys and TLS 1.3 in transit are non-negotiable defaults. For ADGM-licensed entities the same standards apply under ADGM Data Protection Regulations 2021; for DIFC-licensed entities we apply DIFC Law No. 5 of 2020.

UAE PDPL is the load-bearing constraint for any UAE mainland build. Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data is the first generally applicable federal data protection law in the UAE and is enforced by the UAE Data Office. We design every UAE engagement to PDPL Articles 4 (lawful basis and consent), 13-19 (data subject rights including access, rectification, erasure, restriction, portability, objection, and the right not to be subject to solely automated decisions), 21 (security obligations), 22-23 (cross-border transfer rules), and 26 (processor obligations). Records of processing, Data Protection Officer arrangements where Article 10 triggers, breach notification to the UAE Data Office, and consent capture flows are all built in.

Free zone overlays. Where you operate inside ADGM (Abu Dhabi Global Market), the ADGM Data Protection Regulations 2021 apply, administered by the ADGM Office of Data Protection, and align closely with EU GDPR. Where you operate inside DIFC (Dubai International Financial Centre), DIFC Law No. 5 of 2020 applies, administered by the DIFC Commissioner of Data Protection. Both regimes are independently enforced, with their own breach notification, DPO and DPIA requirements. We layer them on top of UAE PDPL where you operate in both mainland and free zones.
